For the question of the week, I would have to cast my vote to FFXI as having the best soundtrack. Case in point, I have the soundtrack on my music mix which has lead to some amusing times leveling in the undead area on WoW to the Ronfaure theme, or having the poppy Chocobo music play at the oddest of moments. Honorable mention to ESO.
QTOW: While it may not have anything jumping at you at lower levels of the game. Vindictus has some pretty nice OST's in later parts of the game.

Which free to play game has the best soundtrack? Hoo boy, that is a tough one, but I think I'm going to have to go with League of Legends. I may hate the game these days, but the music is really memorable. I must have listened to 'Get Jinxed' a dozen times the day Jinx released. And it's not exactly part of the game's soundtrack, but Smite and Ignite album by the in game band Pentakill is still pretty badass. That's right - Riot put together a real metal band in the real world to make songs for their in game metal band and released them as a free album.
