The Elder Scrolls Online Update 39 Stream Details "New Player" Changes, Massive Weapon Passive Changes, And More

The Elder Scrolls Online hosted a live stream earlier today showcasing Update 39 and what it is bringing to the MMORPG. It features lots of polish, improvements, and general quality-of-life changes. The PTS is being updated to Update 39 and should be available for testing later today.
One of the big areas of improvement is with the new player experience. They are limiting the number of quest bestowers available until the player hits level 5, reducing the amount of folks who come running at you out of nowhere with new quests until players have a chance to get their feet under them. Other quest bestowers will wait until even later to become visible, around a time more relevant to the tasks they present to the player.
There's a new "crossed swords" UI element coming to PvP in Cyrodil and Imperial City that gives more information on who is fighting and who is winning. Paired with other general improvements this new update is geared towards getting more information to the player in a quicker fashion.
There are two new player houses on the PTS as well. The Kelesan'ruhn and Shadow Queen's Labyrinth homes will be available to check out.
Weapon passives are receiving some changes in order to better fill in gaps in class builds. This list of changes is massive and you'll need to read through the full patch notes in order to see the full list.
There's also a megaton of general tweaks and fixes to quests. It looks like Zenimax Online is making good on its promise to bring polish and bug fixes to The Elder Scrolls Online this year.
